Significant History
Palo Alto was incorporated in 1894 as a town under the  laws
of the State of California and received its first charter as a city
in 1909.

Palo Alto is named after a majestic 1,000-year-old coastal redwood tree along
San Francisquito Creek, where early Spanish explorers settled. 
The City is located in the heart of Silicon Valley and adjacent to Stanford University,
The City encompasses an area of 26 square miles, of which one-third is open space. The City is a
full-service municipality that owns and operates its own gas, electric, water, sewer, refuse and storm drainage utilities.
Palo Alto is recognized worldwide as a leader in cutting-edge technological development,
and is home to several leading technology companies, including Hewlett Packard, Roche, the Palo Alto Internet Exchange,
and Facebook.  The City also serves as the nerve center of the venture capital community,
providing financing to technology companies and increasingly to those focused on environmental solutions.

Climate Action Initiatives
In 2006, the Mayor stablished a Green Ribbon Task Force on Climate Protection,
which submitted a report to the City Council in December 2006 with recommendations on
baseline inventory, energy, transportation, built environment, and education and motivation
of the community.  The following month, the City Council put Global Climate
Change on their list of top-4 priorities for 2007.  In December, 2007, Council approved the
following emission targets for the City:
5% reduction in municipal GHG emissions by 2009
5% reduction in community and municipal GHG emissions by 2012
15% reduction in community and municipal GHG emissions by 2020.
